Is it just me, or are the Democratic candidates collectively trying to blame Bush for everything?

First Dean misses the fall of the Soviet Union, and now he's having difficulty remembering when exactly it was that Bush became president. Can someone please remind him who was president during the late '90's when this whole Mad Cow thing happened in England?
